Are CIE A levels harder or AP?

In general, yes. 1.5-2 APS are roughly comparable to 1 A Level but it does depend on subjects as it varies enormously. PM if you want to run through specifics. IB HL is similar to full A levels. SL is comparable to AS, but often it is easier than AS.
